    Scrape, Rebuild, or Remodel: The Decision Framework for Utah Lots East of I-15

    East of I-15 there is almost no land left. From Millcreek and Holladay through Cottonwood Heights, Sandy, Draper, and up into the Alpine and Highland benches, the parcels that matter already have houses on them. Which means the luxury home market in this part of Utah is no longer a building market. It is a decision market. Before anyone draws a floor plan, someone has to answer a harder question: does the house that is standing there deserve to keep standing?

    There are only three answers. Scrape the house and build new. Keep the shell and rebuild around it with a structural addition and reprogramming. Or remodel inside the existing envelope. Every one of those paths can be correct. Every one of them can also be a six-figure mistake. The difference is almost never taste. It is arithmetic, entitlement, and an honest read of what is actually under the drywall.

    This is the framework we use with owners before design begins. It is deliberately unsentimental, because the cost of being sentimental early is paid in change orders later.

    What does scrape, rebuild, or remodel actually mean?

    The three paths differ in how much of the existing structure survives, and that single variable drives cost, schedule, permitting, and the ceiling on the finished result.

    Scrape means demolition to the dirt and a new custom home on the same lot. You inherit the location, the mature trees, the views, and the setbacks. You inherit nothing else. Every system, every dimension, every ceiling height and window placement is a fresh decision.

    Rebuild is the middle path and the most misunderstood one. The foundation and some portion of the framing remain, and the project adds structure, changes the roofline, reprograms the plan, and replaces the systems. On paper it is a remodel. In practice it is a new house wearing an old permit history. Done well it captures most of the outcome of a scrape at a meaningful discount. Done badly it costs more than a scrape and delivers less.

    Remodel keeps the envelope and works inside it. Kitchens, baths, a primary suite, a lower level, finishes, mechanicals, and often a new outdoor room. The footprint and the roofline stay where they are. When the underlying house is architecturally sound and correctly sited, this is frequently the highest return per dollar available anywhere in the county.

    How do you compare lot value to house value?

    Start by splitting the property into two numbers, because the market already does. Every property east of I-15 has a land value and an improvement value, and the ratio between them is the single most predictive input in this decision.

    Land value is what a builder would pay for the parcel with nothing on it, set by location, lot size, slope, view, canopy, street, and school boundary. Improvement value is what the existing structure contributes above that, and it is the number owners consistently overestimate. A 1968 ranch on a half acre in Holladay may carry a purchase price that feels like a house price, but a large share of it is dirt.

    The working rule we apply is a ratio test. When land accounts for roughly seventy percent or more of total value, the house is no longer protecting the asset and a scrape or a deep rebuild is usually justified. Between about fifty and seventy percent, the middle path deserves serious study, because there is real value in the structure but not enough to constrain the design. Below about half, the house is carrying the value and a remodel is usually the disciplined answer.

    Two adjustments matter. First, an architecturally significant home, a genuine mid-century in Millcreek or a well-executed custom on the Cottonwood Heights bench, carries value the ratio does not capture, and tearing it down destroys something that cannot be rebuilt at any price. Second, a house sited badly on a good lot, turned away from the view, pushed to the wrong setback, or blocking the only buildable outdoor space, has negative structural value. It is actively costing the owner money to keep.

    What does each path cost in Utah?

    Cost per path is best understood as cost per finished square foot plus the fixed costs unique to that path, not as a single project number. Every project we price is different, and any figure quoted without a site visit is marketing rather than estimating. What follows is how the paths compare to one another, which is the part that governs the decision.

    A scrape and rebuild carries the highest cost per square foot and the most predictable one. Demolition, utility disconnects, and haul-off are real but modest line items relative to the whole. The reason the number is predictable is that nothing is hidden. There is no framing of unknown quality, no undocumented electrical, no surprise beneath a slab. Owners who fear the teardown premium are often paying for certainty and not recognizing it.

    A structural rebuild looks cheaper per square foot at the outset and carries the widest range of outcomes. Its economics turn entirely on how much of the existing structure is genuinely reusable. A sound foundation at the right elevation, correct floor framing, and a roof structure that can accept new load are worth a great deal. A foundation with inadequate footings, undersized floor joists, or a plate height that caps ceilings at eight feet is worth less than nothing, because you pay to work around it every day of the schedule.

    A remodel inside the envelope has the lowest total cost and the highest cost variability by scope. Finish-driven work is controllable. The moment a remodel touches structure, moves a bearing wall, relocates plumbing stacks, or upgrades a panel and service, it starts absorbing the cost characteristics of a rebuild without the benefit of a rebuild's freedom. Scope discipline is the entire game.

    Three costs sit outside the per-square-foot conversation and decide more projects than owners expect. Carrying cost, meaning the months of mortgage, rent, and storage while the house is unusable. Site cost, meaning excavation, retaining, drainage, and utility upgrades that hillside lots east of I-15 generate routinely. And escalation, meaning what a twelve-month schedule does to pricing that a six-month schedule does not.

    What is a feasibility study and why does it come first?

    A feasibility study is a short, paid, pre-design investigation that establishes what the property will physically and legally allow before anyone commits to a path. It typically runs a few weeks and it is the least expensive money spent on the entire project.

    On the legal side it confirms the zoning district and its permitted uses, the setbacks, the maximum height and how the jurisdiction measures it on a slope, lot coverage limits, and any overlay that applies. Foothill and sensitive lands overlays are common along the east bench and they can restrict grading, building envelope, and slope disturbance in ways that make a beautiful concept undeliverable. Recorded covenants and any architectural review committee attached to the plat matter just as much, because a private board can be stricter than the city.

    On the physical side it looks at slope and soils, geologic hazard mapping where applicable, groundwater and drainage, mature trees worth protecting, existing utility locations and capacity, and driveway access and grade. On the existing structure it looks at the foundation, framing, plate heights, roof structure, and the age and condition of the electrical service, plumbing supply, and mechanical systems.

    The output is not a design. It is a decision document that says what can be built here, what it would take to build it, and which of the three paths the property actually supports. Owners who skip this step do not avoid the cost. They pay it later, in redesign, in a denied approval, or in a discovery three weeks into demolition.

    What does entitlement involve for a Utah teardown or rebuild?

    Entitlement is the process of securing the legal right to build what you intend to build, and its length depends almost entirely on whether the design stays inside what the code already permits.

    A by-right project, one that complies with setbacks, height, and coverage, moves through demolition permitting, plan review, and building permit issuance on a schedule a builder can plan around. A project that needs relief from any of those standards enters a different world. A variance requires a public hearing and a demonstrated hardship. A conditional use requires findings. A design review, where a community has one, adds a submission cycle and often a resubmission.

    The east bench adds specific complications. Nonconforming structures are common, older homes built legally under earlier codes that no longer comply today. Keeping enough of that structure can preserve the nonconformity. Demolishing too much of it can extinguish it, which means a scrape may force a new home into tighter setbacks than the old one enjoyed. That single rule has reversed more scrape decisions than any cost number.

    Requirements vary by jurisdiction and change over time, so every project should be verified with the current city or county ordinance rather than with a rule of thumb. What does not vary is the sequencing principle: understand the entitlement path before the design is finished, not after.

    When is a scrape the right decision?

    A scrape is right when the lot is excellent, the house is not, and the code allows a new home to use the site better than the old one did. In practice that combination shows up as a recognizable pattern.

    Land is the clear majority of value. The existing home is oriented away from the view or crowds the only usable outdoor space. Plate heights and floor framing cap the ceiling on any interior ambition. The foundation is undersized, cracked, or at the wrong elevation for the drainage the site needs. The program the family wants, a main-floor primary suite, a genuinely open main volume, a covered outdoor room continuing the roof plane, cannot be reached without moving structure everywhere anyway.

    The test we use is simple. When the rebuild estimate reaches roughly eighty percent of the scrape estimate, scrape. At that point you are paying nearly new-construction money to inherit somebody else's constraints, and every constraint you inherit is permanent.

    When is remodeling the smarter investment?

    Remodeling wins when the bones are good and the problems are programmatic rather than structural. That describes a large share of the housing stock east of I-15, and it is the reason so many of the most satisfying projects in this market never involve a bulldozer.

    The signals are consistent. The foundation is sound and correctly drained. Plate heights allow the volume you want, or a single roof change unlocks it. The house is sited well, facing the view, leaving the good part of the lot open. What is wrong is the plan, a closed kitchen at the back, a primary bedroom that is just another bedroom, a lower level treated as storage, and no real connection between the interior and the yard.

    Those are design problems and they respond extremely well to design. Reprogramming the main floor, building a proper suite, finishing the lower level with intent, and adding a covered outdoor room typically returns more experienced value per dollar than any other work available.     There is also a schedule argument. A remodel that keeps a family in the house for part of the work, or out of it for six months rather than eighteen, carries a real and often uncounted advantage in carrying cost and in ordinary life.

    How does this play out differently across the east bench?

    The framework is constant but the inputs change materially from city to city, which is why a rule that works in Sandy can be wrong in Millcreek.

    In Holladay, land dominates value, lots are large, and the postwar stock is ordinary. Scrape and deep rebuild are common and usually defensible. In Millcreek, the mid-century stock is frequently worth keeping and the canopy is an asset a bulldozer cannot replace, so the remodel case is stronger than the ratio alone suggests. In Cottonwood Heights, hillside engineering, slope ordinances, and access grade often decide the path before cost does.

    In Sandy, a large inventory of structurally sound nineties homes on generous lots makes reprogramming and outdoor living the highest-return work in the city. In Draper, and particularly at elevation, the view premium justifies structural moves that would not pencil three miles west. On the Alpine and Highland benches, larger parcels and newer stock shift most projects toward addition and outdoor room rather than replacement.

    What sequence should an owner follow?

    The correct order protects the budget by resolving the cheapest unknowns first. Establish the land and improvement split before falling in love with a direction. Commission a feasibility study covering zoning, overlays, covenants, slope, soils, utilities, and the condition of the existing structure. Price all three paths at concept level, including carrying cost and site work, rather than pricing only the one you already prefer.

    Then test the preferred path against the entitlement calendar, because a design that requires a variance is a different project with a different schedule. Only after those four steps should full design begin. Owners who follow that sequence rarely change direction mid-project. Owners who begin with drawings frequently do, and the redesign is always more expensive than the study would have been.

    Decide with numbers, then design

    Scrape, rebuild, and remodel are not competing philosophies. They are three tools, and the property tells you which one it needs if you ask it properly and early. The projects that go badly east of I-15 are almost never the result of choosing the wrong tool on purpose. They are the result of choosing before anyone looked.
